為建全本市災害防救機制，確保人民生命財產安全，市府於1999年4月開始規劃災害應變中心，2003年10月完成基礎環境及設備功能。
以現場救災指揮通信平台車、消防局即時影像傳輸系統前進災區，並經由影像傳輸、衛星通訊、聯外微波備援等功能，使災害現場與決策指揮中心零距離，災害搶救零時差。
建置多螢幕顯示、資訊系統、無線電整合、重要路口監視畫面及多媒體收視設備，為各局處及公共事業單位災情通報、彙整、連繫、協調及動員各方資源協助救災等作業場所，並能迅速給予民眾最詳盡的防災資訊網。

In order to enhance the city’s disaster prevention and response mechanism and to protect lives and ensure the safety of people’s financial property, the municipal government started planning for the disaster response center in April 1999. Multi-screen displays, information systems, wireless integration, video monitoring at crucial junctions and multimedia airing equipment, these provide various bureaus and public institutions with disaster notifications. These data are compiled, combined, coordinated and all resources are mobilized to assist in places during disaster relief and this will provide the public with a comprehensive disaster prevention information network.
