試しにPrimary shipping addressを（アメリカ国内の）転送会社の住所から、日本の住所に変更した所、送金可能な状態になりました。
私からの提案ですが、このまま送金しますので（発送先のラベルは）転送会社の住所で作成＆その住所に発送して頂く、というのは如何でしょうか？
