改正外国人技能実習制度における「介護業務」と「日本語能力」に関する一考察
「介護職等」が対象職種に加わる改正外国人技能実習制度が、2016年11月に成立した。実習生に求められる「日本語能力」と移転の対象となる「介護業務」に関し、法改正に先だって実施された関連の専門家集団による検討内容を中心に第1次的な整理を行なった。本制度の円滑な実施のためには、実習生の送り出し機関と受入れ機関との調整・連携の中で、日本語能力にかかる質の担保が最優先課題としてあげられると結論づけた。

A Consideration on "Nursing Profession" and "Japanese Proficiency" in the Revised Foreign Skill Practicum System
A revised foreign national technical internship program, which "nursing care profession, etc." will participate in the target occupation, was established in November 2016. Regarding the 'Japanese proficiency' required for intern trainees and the 'nursing work' subject to relocation, we conducted a primary arrangement mainly on the contents of consideration by related expert groups conducted prior to the revision of the law. In order of smooth implementation this system, we concluded that collateral of quality related to Japanese proficiency can be a top priority in coordination between dispatch agencies and accepting organizations of interns.
