上司は「日米間で協力案件を特定した後で、協定を締結すべきである」と提案してきました。よって「協力案件を特定するための対話を先にすべきである」と。
私は、貴国にとってこの協定の締結が、対話を始めるために必要であるということを理解しています。従って、再び上司と相談したいと思っていますが、貴国が対話を始めるために、なぜこの協定の締結が必要なのか、具体的な理由があれば教えてもらえないでしょうか（例えば、出張がしやすくなる、予算がとりやすくなる等）。

My superior proposed that "the agreement should be concluded after the cooperation matter between Japan and US is specified" hence "holding a dialogue to specify the cooperation matter should be prioritized".
I am aware that concluding this agreement is necessary for you to commence the dialogue. Therefore, I would like to discuss with my superior once again. For doing so, would you please let me know why this agreement needs to be concluded for your starting the dialogue, and if there are any specific reasons for it (i.e. it would make it easier to have a business trip, or securing a budget, etc.)?
