If you require your grandmother's family register, you'll need something which certifies that you are her grandchild.
Do you have any documents for certification? I think one from the US is also acceptable.
Also, the city center staff will as you the reason why you need her family resister.
This PDF shows the document number, birth date of H, and registered domicile. Therefore, the process will go smooth if you show them this PDF.
It is very difficult to have the document by postal mail.
