まず、アジアとアメリカサイズが異なりますので単純に比較は出来ないのですが、雪駄は通常の靴よりも小さ目に作られています。
丁度のサイズを履くと、カカトと指が日本人でもはみ出ます。これが本来の美しい雪駄の穿き方と言われているのですが、靴に慣れた方だと違和感しか感じないので、あまりオススメしません。
アメリカンサイズで"7"を履いているということなので、換算表を見ると25cmが該当するのですが、間違いなく小さすぎます。
27cmでも横幅が小さいかも知れませんが、履くなら27cmの方です。

First of all, Asia and America are different so it can't be compared that simply but the leather-soled sandals are way less commonly used as a shoe.
By using one of just the right size, the heel and toes jut out even with Japanese. This has been said to be an essential beauty of the way to put a leather-soled sandal but it will feel only but unpleasant for someone who's not accustomed to it so I do not recommend it.
In America they have size "7" so by looking at the conversion table the corresponding size is 23cm but it will without a doubt too small.
Even with 27cm, it might still be small in width but if you're going to wear it then it should be the 27cm one.
