We have no problem doing this,but we can not expend resources and staff to pack boxes first and provide a weight for products that have not been paid.Otherwise there will always be an opportunity for you to not agree with that shipping expense as well and at that point we have then spent time preparing a shipment for products that have not been purchased.Here is the chart for pricing on shipments to Japan from USPS so you can get a better idea of what I am trying to explain. It lists the price for packages according to their weight.
