商品未着の件ですが、税関でチェック中としかＷｅｂでチェックできていません。
本来なら、即　返送手続きが取られて　返金に応じられるのですが

但し、普通は　イーベイの手数料と送料は負担いただいています
なぜなら、説明に各国の輸入制限や条例をチェックして下さいと書いている

当店は調査をして、報告書を確認したら全額返金に応じると伝えている。

ペイパルにも、その様に伝えました。

ここで言い争っても解決はしない、ペイパルに任せましょう

we only can check on the website that the item has been checked at the custom.
Usually, we can refund immediately, after a quick process of the returning
But customers pay for ebay commitment and shipping fee.
Because the description says that to check the importing restrictions and regulations of each countries.

though the investigation, it says that after confirming the report, we do refund.

we told Paypal that as well.

Arguing here doesn't solve anythin. We better depend on Paypal.
