楽天及びpaypalの技術者に問い合わせをしましたが、初めてのケースらしく原因は不明と言われてしまいました。

Please reassure yourself that as it is under the condition of non-payment, the withdrawal is never made.
For this, as a solution, all what I consider is that I will cancel this order once, and if possible please re-order after changing the payment method to credit card.
