よって問題を解決するためやるべきことを示したものが課題であると思います。
具体例で考えると以下のようになります。

問題：会社の収益が下がっている
課題：会社の収益を上げなければならない
対策：会社の売上を上げる、費用を下げる

問題と課題の違い
問題：「・・できない」「・・がダメ」な現象・状態のことをいう
課題：取り組むと決めたテーマのこと

その事柄を達成する為に障害となること課題：その事柄を達成する為にどうしたらよいのか考察出来ること
