本日到着した商品を返品しようとしたところ、数量が少ないことに気が付きました。
注文数量は3個に対し、到着数量は2個です。

On trying to refund the item today I have found that the number of the items is not enough. I have received only two while the order was three.
Can I refund the items as they are? Please indicate how I should refund the items.
