二つのステップはその方向に向かってゆくためにはもっとも喫緊で決定的ではあるが、手短に触れる。ここに含まれるもっとも重要な分野の一つとしての中国政治研究とともに政治科学の学問領域を構築する上で第一の優先順位を持つことは学問の専門化である。ここで、「プロ」とは大衆迎合主義主として国家権力の介入を含む他の非学問的な介入要素からの職業的自治と学究活動の学問的独立と理解される。さらにそのようなプロはこの個々の要素は重要ではあるが学問研究者の職業倫理に反映されるのみではなく種々のレベルで制度化されるべきである。
