There's no such thing as "infrared anions" but otherwise well translated. Also, "bamboo charcoal fibers" makes it sound like there is some fiber made of bamboo charcoal. A more accurate (scientifically correct) translation would be (cotton) fibers coated with bamboo charcoals. A pair of the socks apparently contain 800,000 particles of bamboo charcoal.

The anions are in fact a real thing though, as seen (for example) in this patent: http://www.google.com/patents/US20070197989
I had never heard of them before either, I looked them up for the sake of the translation.
I think that is a marketing jargon used by some vendors with no scientific basis. At least this original text has no mention of anions whatsoever.
