すでに商品は発送してくれているのですか？
まだ商品は届いていませんし、ペイパルから発送の手続きを行ったというメールも届いていません。
評価をつけてもいいですが、今のままだと悪い評価をつけないといけませんよ。

Have you already shipped the product?
