電脳コイルの舞台である架空の都市、大黒市。行政機構を大幅に企業に任せる半官半民 の２例目という設定。鯖江市も市民主役条例によって市民が主役であることを明示し、公民館や行政のイベントなど、様々な行政サービスを民間へ積極的に委託している。また、漆器、繊維、眼鏡に加え、ITのまち鯖江を掲げ、市長自らブログ、Twitter、Facebook、USTでの情報発信を行うなど積極的で、今年からデータシティ鯖江として行政情報のXMLによるデータ公開をスタートし、さらに民間との距離が縮まった。
