日本の建築は昔から柱と建具だけで出来た開放的な住まいで、壁で囲まれた住宅の方が
どちらかというと特殊です。
ですからプライバシーに関しては文化的コードのもと尊重しあうような関係です。
余談ですが日本人の才能の一つとして「見えているものを見えないかのように振る舞う」事があると
私は思っています。（たとえば文楽の黒子！）
とはいえ現代の住宅ではカーテンや植栽でカバーしながら使っています。
一般的な住宅では開口部を小さく絞っているものも増えてきました。

Therefore they pay respect to the others' privacy under cultural code.
As an aside, I think that it is one of abilities of Japanese that they are able to act as if they do not see someone even though they actually see them. (ex. A man wear in black appears behind an actor on the stage to help him in Bunraku : Japanese traditional puppet show)
