「TRANSACTION_TYPE」が「FC_TRANSFER」の場合は注文ではなくフルフィルメントセンターでの在庫の移管であるため
注文番号ではなく在庫移管の管理番号が記載されます。

I would like to introduce "Amazon VAT Transactions Report" which you asked us.
If "TRANSACTION_TYPE" is "FC_TRANSFER", it doesn't mean the order. It means the inventory transfer of fulfillment center.
Therefore, the management number of inventory transfer mentions, not the order number.
