私は連署を用意できませんでした。その理由として貴方が求められている条件に見合う方が見つからなかったからである。まず、香港に住んでいた時も日本人と関わることが多かったため、BNOなどを持っている知り合いは居ませんでした。そして私は昨年4月に東京に大学進学のために引っ越したばかりで今現在私の周りに2年以上私を知っている社会的地位の高い人はいません。また、家族も殆どが日本人のためその友達などに連署を依頼する事ができません。このような事情を勘案して頂き旅券を発行頂けたら幸いです。

I could not prepare countersignature. That is because I could not find a person who meets the condition you had required. At first, when I lived in Hong Kong, I did not have any acquaintances who had BNO and so on because I had more opportunity to communicate with Japanese. And, as I just moved to Tokyo for college last April, currently nobody who has high social status around me knows about me for more than two years. Furthermore, the friends of my family members are also almost Japanese, I cannot ask countersignature with me of any of them. I am glad if you consider my circumstances mentioned above, and issue the passport for me.
