不運にも到着が遅れていると聞き残念に思います。
シンガポールの郵便事情について調べてみましたが、
もし不在時に届けられたとしても、書留郵便なので不在票が残されるはずです。
不在票に書かれている郵便局に引き取りに行くか、再配達を依頼して頂く必要があります。
今回の場合、おそらく遅延があってシンガポールについていないものと思われます。
こちらとして出来る事は日本郵便に調査を依頼することですが、日本を出国済みの荷物に対しては時間が掛かるようなのです。

It is very regrettable to hear that delivery of your item is unfortunately delayed.
I have learned about the conditions of the Singapore postal services and believe that a note of delivery in absense should be left, if delivered in absense, as it is a registered mail.
Then you will need to go and pick up your item to the post office indicated on the note, or ask for re-delivery.
For your item, I suspect if it has been delayed and not reached to Singapore yet.
What I can do for you now is to request an investigation with Japan Post, however, it seems to take time for them to trace an item already left Japan.
