ややこしいことになってしまってすいません。
初めに説明したように、通常、skrillのアカウントを持っていなくても、クレジットカードの番号を入力すればebay上でのskrill決済は可能です。
しかし今回は、私の所有する全カードで試してみても$2080で制限がかかり、決済できませんでした。
そこで私はskrillのカウントを取得し、クレジットカードを登録し、再度”pay now”ボタンから支払をしようとしましたが、既にebay上での画面の様子が変わっていて、支払えない状態です。

As I explained to you first, normally it's possible to make a payment via skrill on eBay by entering your credit card number even if you don't have a skrill account.
However, when I tried with all my credit cards, I still couldn't make a payment since the limit price was $2080
Therefore, I obtained a skrill account, registered my credit card and tried to make a payment by clicking "pay now" button again. However, the screen on eBay was already changed and I could not make a payment.
