前田電機・山田さんと昨日打ち合わせをいたしました。急ぎ御報告申し上げたくメールいたします。
現在、前田電機グループの皆様は以下の事を心配しています。
・東北電力からの回答は今月中にあるものと推測
・その後、速やかに工事計画を届ける必要がある。（着工の３０日前まで）
・電気主任技術者を事業者として採用する必要がある
・事業者として、保安計画の届け出をする必要がある
・これらのことは、すべて事業者側が行わなければならない
・にもかかわらず、皆さんが日本に設立した会社内には誰も社員がいない
I had a meeting with Mr. Yamada of Maeda Denki yesterday. I am sending this mail to inform you of the following urgently.
Now eveyone of Yamada Denki Group is worrying about
・Assume that they will receive a reply from Tohoku Electric Power within this month.
・After that, they will need to submit their construction plan immediately (by 30 days before the start of construction).
・Need to hire a chief electrician as a business operator
・A business operator is required to submit their security plan.
・All these procedures must be done by a side of business operator.
・Despite all of that, a company you established in Japan has no employee.
・日本の場合、太陽光発電事業者は、電力事業者としての位置づけになる。
・工事会社・メーカーは事業者の指示により協力は行うが、全てのオペレーション体制
は事業者責任となっている。
・従って、今後すぐに必要となる人員についてや、発電事業者としての経営計画を教えてほしい。
In Japan power producers are classified as electic power providers.
Construction companies and manufacturers work by order of a provider, which is exclusively resposible for all the administrations and operations.
Therefore, we need to know as to the urgently required personnel as well as to your business plan in view of the power producer.
更に保証体制についても意見がありました。
・現状、工事の元請業者（ＥＰＣ）が、長期にわたって発電効率を補償するケースはない。
・台湾のＥＰＣによる補償契約書について、以前にリクエストをしているが、まだ資料を頂いて
いない。この資料を至急に頂戴したい。
・その上で、現状の把握を行いたい。

前田電機の皆様が台湾を訪問する前にやりとりを進めておく必要があると私は思います。
私が対応するべきことがもしもありましたら、指示をしてください。
Also, there were remarks on the guarantees.
At present there is no example of any EPC guaranteeing power generation efficiency over a long period of time.
The requested references regarding guarantee contracts of Taiwanese EPCs are yet to be provided.
These are urgently needed to get the picture of the status quo.
I believe it is necessary to start conversation with Maeda Electric before people from there visit Taiwan.
Please tell me if there is anything I should do on my part.
