1.2 FUNDING
This Subcontract is funded on a cost reimbursable basis, not to exceed the amount of $ . The Energy Policy Act of 2005 requires the expenditure of 2.5% of the total estimated costs of this agreement on technology transfer activities. RPSEA and SUBCONTRACTOR will determine the activities that will comprise 1.5% of the agreement’s total estimated costs for this project, and RPSEA reserves 1% of the agreement’s total estimated costs for program level technology transfer activities. Thus, the reserve of $ is not available for reimbursement of SUBCONTRACTOR incurred cost (See Task 3.0 in Statement of Work, Appendix 1).

1.3 ALLOWABLE COST AND PAYMENT
Upon receipt and approval by RPSEA of proper invoices in accordance with paragraph 1.6 below, payment of allowable cost shall be Net 45 days from the RPSEA invoice due date, and in accordance with FAR Clause No. 52.216-7 "Allowable Cost and Payment" and applicable agency supplements thereto, if any. In addition, FAR Clause No. 52.232-20 “Limitation of Cost” and FAR Clause 52.232-22 “Limitation of Funds” are hereby incorporated by reference.

Headed by Nabeel A Qadeer, an experienced entrepreneur himself, Plan9 is Pakistan’s first technology startup incubation program, and it’s being run by the Punjab Information Technology Board (PITB). Like many other incubators, Plan9 provides space, mentorship, electricity (yes, electricity), and legal support for startups who are incubated. Plus there’s financial support.

10 Pakistani startups to watch in 2013

Plan9 kick-started its first chapter in September 2012. 14 teams were selected from four launchpad competitions held in Lahore, Karachi, Islamabad, and Lahore (again). The teams officially joined the Plan9 incubator in November 2012 with the caveat that each team had to reach certain milestones during the first two months. That resulted in four teams exiting the program early, with the 10 startups below currently still in the program:

Above all, I think that the biggest problem is that there is no consistency in their marketing strategy. They announced a campain, then just after that, they canceled or added to it. This makes their customers as well as the employees working for JC Penny plunge into confusion. Once again, they need to rebuild their strategy after analyzing their own strengths and weaknesses. In addition, they need to analyze what customers is expecting from JC Penny and take those needs and wants to heart.

２．もし解決策を提案するとしたら
まず広報に関して言えば、広報とは顧客が自社製品・サービスに対して良いイメージを持ってもらうためにする行動・姿勢だと思う。今回のJCペニーのｱナウンスメントによって多くの人が困惑・混乱したことを考えれば大失敗だと思う。このような失敗の解決策は、広報と、マーケット戦略部門でともに、どう顧客・市場に情報を発表していくか慎重な戦略が必要だと思う。

First of all, PR is the action and attitude to give the customers a good image of the company's products and service. Regarding price, I think they just have to compete with other competitors. But, if I were to suggest here, JC Penny should reduce their price only for their online store, as it is well-structured compared with other competitors', and their price setting in their online store is easier to conduct price changes versus their brick-and-mortar stores.

製品についても、すでにJCペニーには多くの競合がある。そして似たような製品を多く出している。洋服などは見た目はほとんど代わらないものも沢山ある。
