This movie opens with a montage featuring a selection of African-Americans getting ready to leave their homes for the day. Radio and television audio feeds on the soundtrack place the time as Election Day, 2012. One hears President Obama's voice, and Mitt Romney's. The ordinary images connote "ordinary people" while the urgently edited soundbites say "extraordinary times," maybe. As a few interviewees soon make clear, it's also the place that's important: Maryland. It was in this state, one-third of whose residents are African-American, that a state referendum on same-sex marriage was proposed and, on that election day, passed.

"The Banshee Chapter" starts out documentary-style, with words on the screen informing us of the secret CIA program from the 1950s and 1960s codenamed Project MKUltra, which involved chemists and doctors injecting hallucinogenic drugs into people in order to study the results. MKUltra was officially sanctioned in 1953 and halted twenty years later. Records of this program are hard to come by (in the wake of the Watergate scandal, CIA director Richard Helms ordered all MKUltra files destroyed), although there were Senate hearings on the topic in 1977, led by Ted Kennedy.

The filmmakers started shooting within three weeks of the disaster to show us what we didn't know. The movie opens quietly—with the sound of wind and a shot of reactors in the hazy distance, then a close-up on cherry blossoms catching the breeze on a spring day. We later learn that the wind blew radiation in the direction of those fleeing ground zero. We also learn that the Japanese government failed to report the level of radiation and those residents were contaminated.

When the New York Film Critics Circle finally announced that David O. Russell's "American Hustle" topped their annual Best Picture debate, the response at Sony may have started with a deafening "YAY!" but turned to a more bitten-lip "Hmmm, what now?" While NYFCC has insisted in recent years that they have become the first major shot heard round the awards circle during this season, any handicapper looking at the numbers know that a shout-out from the East Coast is more of a curse than a blessing. This is meant in no way to diminish Russell's film, which is one of the very best in 2013's final quarter. Remember that this is the Oscar race we are talking about.
