大使館の代理受賞に関しては、恐らく私から働きかけてもあまり意味を為さないでしょう。
ボスニア、クロアチアで賞を頂いた際は主催者側からお声掛けを頂いていた筈です。

I think it will not be meaningful about the accept award on behalf in embassy.
I remember organizer suggested it when I got award in Bosnia, Croatia.
