少し整理しますと、

・化学薬品はA、B、C、Dの4種類があります。
・我々が使用しているのは、現在Bになります。（従来はAを使用）
・BはAの界面活性剤を変更したものです。（性能は同等）
・台湾に在庫があるのはCです。
・Cも日本では界面活性剤を変更したDに切り替わっています。
・台湾もいずれDに切り替わりますが、Dは輸出許可がまだ取れておりません。
・Cの在庫は、Dに切り替わるまでの分はあるとのことです。

なぜ界面活性剤を変えたのかというと、既存のものは中国で使用禁止になったためです。

Organizing it a bit...

-There are 4 types of chemicals, A, B, C, and D.
-We currently use B. (used to use A)
-B is equivalent of A but uses different surfactant. (the property/performance is same)
-It is C that we have stocks in Taiwan.
-In Japan, the surfactant of C was replaced with another one and became D.
-It will be replaced with D in Taiwan someday but we have not obtained the export permission for D.
-There is enough stocks for C till we are switching to D.

The reason why we change the surfactant is because the use of the previous surfactant was banned in China.
