施行令に伴いＩＢＭとして何らかの対応が必要ならば、事前の準備が必要です。日本は大変官僚的な国なので、登録申請の準備には十分な時間が必要です。
こうした情勢を踏まえ、ＩＢＭの日本での継続的なビジネスを可能にするため、銀行法改正に関する情報を、事前に調査する必要があると思います。私は、この法改正を所管する金融庁、及び、決済代行システム業者と契約を締結する必要のある銀行等、私の持つ情報ルートにヒアリングをしようと考えています。

If IBM needs to take some measures for the new enforcing laws, preparation beforehand is needed. As Japan is known to be a bureaucratic country, sufficient time should be spent for preparing applications for registrations.
Considering such environment, I believe we must search information regarding the Bank Law in order for IBM to be able to continue their business. I am planning to do some hearings with Financial Services Agency who is responsible for this law, as well as banks that banks etc who needs to conclude contracts with third-party payment system companies to whom I have connections for information gathering. It may take a while but I will report to you when the situation is clarified.
