改正外国人技能実習制度における「介護業務」と「日本語能力」に関する一考察
「介護職等」が対象職種に加わる改正外国人技能実習制度が、2016年11月に成立した。実習生に求められる「日本語能力」と移転の対象となる「介護業務」に関し、法改正に先だって実施された関連の専門家集団による検討内容を中心に第1次的な整理を行なった。本制度の円滑な実施のためには、実習生の送り出し機関と受入れ機関との調整・連携の中で、日本語能力にかかる質の担保が最優先課題としてあげられると結論づけた。

Opinion about "Japanese language ability" and "nursing care" by the revised system of intern training program for foreigner

The revised system of intern training program for foreigner where "nursing care" passed in the Diet session in November 2016.
The first classification was made by focusing on details discussed by a group of experts related that was carried out before revision of the law in respect with Japanese language ability and that is required to interns and nursing care that is newly added.
I order to carry out this system smoothly, it was concluded that securities of the quality required for the Japanese language ability must be prioritized in adjustment and cooperation between organization that sends the interns and organization that receive them.
