改正外国人技能実習制度における「介護業務」と「日本語能力」に関する一考察
「介護職等」が対象職種に加わる改正外国人技能実習制度が、2016年11月に成立した。実習生に求められる「日本語能力」と移転の対象となる「介護業務」に関し、法改正に先だって実施された関連の専門家集団による検討内容を中心に第1次的な整理を行なった。本制度の円滑な実施のためには、実習生の送り出し機関と受入れ機関との調整・連携の中で、日本語能力にかかる質の担保が最優先課題としてあげられると結論づけた。

A consideration related to "nursing care job" and "Japanese language ability" in the amendment of training programs for foreign workers.

The amendment of training programs for foreign workers, which adds "nursing care and other related jobs", was established on November 2016. Related to "nursing care job" targeted the law and "Japanese language ability" required to interns, the experts' group considered ahead of the law amendment. They focused around the contents and organized the primary arrangement. They concluded that the guarantee of the quality on Japanese language ability should be made their top priority in the arrangement and cooperation between the advancing organization and receiving one for the smooth execution of the system.
