some traffic signs are only with japanese kanji

My main problem was for resident and retirement tax. I needed to pay too much because my situation was misunderstood and I couldn't understand the paper

Unable to attend any functions related to my danchi because everything is posted in Japanese.

The postal mails from Government even direct to the foreigners, but they are all in Japanese. The guides/instructions for facilities in public parks, gyms, public services are sometimes only available in Japanese. This makes foreigners who can't understand Japanese cannot access those facilities.
