一週間後にもう一度、破損したカバーを持って、カバーを配達して頂いた郵便局に、ダメージレポートを提出して頂けませんか？
それでもダメージレポートが提出できなくて、日本の発送者が報告をする必要があると言われたら、その郵便局の名前と郵便局員の名前を教えて頂けませんか？

I had JJapan Post Holdings ( JP) send a damage report to Unighted States Postal Service (USPS).
Here are some advice from JP:
Would you submit a damage report again in one week to the post office that delivered the cover, with the damaged cover?
If you were still not allowed to submit the report and told that it was the sender in Japan who needs to report, please tell us the names of the post office and the officer.
