電力や都市ガスは、１９６０年代後半から人口の都市集中や所得水準の上昇に伴う活発な住宅建設と耐久消費財の普及増の波に乗り需要を伸ばした。都市開発の進展とサービス業の発達は、オフィスビルの建設ラッシュを誘発してビルの空調需要を増大させた。第一次石油危機はコストに占める変動費構成の高い石油製品に対して、電力やガスに比較してより大きな影響を与えた。そしてそれらの間の価格差の縮小が電力・ガスの安定供給というPRポイントを際立たせ、都市のエネルギー消費において電力と都市ガスを有利にした。

The demand for electric power and gas increased from the late 1960's riding the tide of the increase of housing construction and the spread of durable goods associated with the concentration of urban population and the rising income levels. The progress of the urban development and the service industry induced construction rush of office buildings and increased the demand for air conditioning. The first oil crisis caused a bigger impact on petroleum products which has high costs share in the whole costs than on electric power and gas. And the reduction of the price gap between them emphasized the PR point of stable supply of electric power and gas, taking advantage of electric power and gas in the urban energy consumption.
