第一次石油危機後の民生用エネルギー消費は、1973年から1978年まで年平均2.9%で増加を続けた。年11%程度の増加を示した石油危機前の1965年から1973年までと比較すると4分の1に減速したものの、民生エネルギーはマイナス成長に陥らなかった。これは日本の家庭では、欧米に比べエネルギー消費水準がまだ低く、生活必需性が強かったため節約することが難しかったことによる。節約努力はスイッチをこまめに消す、お風呂にまとまって入る、就寝時間を早くするなどの身近な節約が中心であった。

The energy consumption for civil use after the first oil crisis, had achieved annually 2.9 % growth from 1973 to 1978. Even though compared to time before the oil crisis which the energy consumption increased average 11% each year, the speed had slowed down by a quarter, civil energy didn't decrease. The reason is that compared to western family,Japanese families' the energy consumption still stayed in a low level as they need to permit the basic need for living, which made saving energy be a hard job. Their ways of saving energy were mostly concentrated in saving daily use like closing the switch, going to the bath together and going to bed early.
