戦前の日本において油は主に灯火用として使われ、熱源としての利用は極めて小さかった。石油と種油が使われたが、石油ランプの普及に伴い、種油の利用は神仏用などに限定されていった。農村においては定額料金の電灯を1灯しか契約しない家庭が多く、その他の場所では石油ランプが使われた。都市部においても電力供給の不安定性から、石油ランプが保有されていた。1920年代前半まで、家庭灯火用の灯油需要は石油需要全体の大きな割合を占めていた。石油を動力として利用していた主要産業は製茶と農業であった。

Oil was used mainly for lamps in Japan before the war and not used as heat source very much.
Petroleum and seed oil has been used, but because of the spread of the oil lamps, seed oil were limited to the usage for gods .
In rural, many home signed up for only 1 light that was flat rate. In other places, petroleum lamps were used.
In urban area, petroleum lamps were used because of the instability of the electric power supply.
Until the early 1920s, the demand of kerosene for lamp at home accounted for a large proportion of the total oil demand.
Major industries which used oil for power were agriculture and tea manufacturer.
