ドコモに確認をした所、SIMを貰うには事務手数料◯円とプリペイド額を払わなくてはならないそうです。
色々なお店をまわって聞いてみましたが、日本国内ではPSvitaの中古は基本的にSIMカードを抜かれて販売されているそうです。

Docomo said that if you want a SIM card, you have to pay O yen as commission fee and prepaid amount.

I asked around and it seems that psvita are basically sold without SIM cards in Japan.

I don't take the commission fee from you but other people need to pay for wrapping.
