渋谷を襲ったウーアウィルス・テロから2年。被害者の一人である大沢マリアは、「ヘヴン出版」の新人カメラマンとして古参のライター御法川実と共に上海を訪れる。そこでマリアは犯罪組織「蛇」をめぐる紛争に巻き込まれ、「鉄の闘争代行人」の異名を持つ友人カナンと再会し助けられる。カナンは「蛇」の首魁である宿縁の相手、アルファルドと戦いを繰り広げ、その彼女をマリア、御法川が追う。「蛇」の陰謀に関わる各国諜報組織も見え隠れし、カナンを中心に人々の運命が動いていく。
