As part of that deal, the just-opened Burj Dubai, the world’s tallest building and a symbol of what looked like heedless excess, was renamed Burj Khalifa in honour of Abu Dhabi’s ruler. But this needle in the desert no longer struggles to find tenants. Like many of Dubai’s other apparent white elephants, it has turned out well.
