１．また現在世界は大きく変わっている。今までの国同士の戦争だけではなく、地域による紛争や、テロによる攻撃など戦争の形が変わってきている。そのような事柄に日本の平和憲法が対応できなくなってきているし、日本国民自身で日本国民を守ることができなくなってきている。

２．日本は、また新しくできた国や、独立したばかりの国が新しく憲法を作るときに、アドバイザーとしてその国の憲法の制定の手助けをしたり、また色々な援助や支援を惜しみなくしている。

1. Also the world has been changing. The type of the wars has been changing not only the recent wars between the countries, but destabilization of regions or terrors or attacks by other countries. Japan is not able to give responses to these cases and Japanese citizens are not able to protect themselves.

2. Japan assists new countries or newly independent countries with creating their new constitutions as their advisor. Also, Japan assist them with support and help on their issues.
