In 2006, the National Police Agency of Japan unveiled several proposals to revise the Toad Traffic Law. One proposal was to stiffen the drunk-driving law. This proposal came in response to a series of drunken-driving incidents that made national headlines. According to the law before revision, having 0.15 mg or more of alcohol per liter of breath was considered to be drunken driving. The law also considered guilty the person who provided drinks or a vehicle to the drunken driver.
