Japanese economy suffered from the first oil crisis in 1973.
There was the riot that people stock on toilet papers and soups, also closing gas stations on holidays and lighting up neon signs, those regulations were carried out.
Because of the risen price of petroleum, the price of oil products, electricity charges, gas charges were risen one after another.
In 1974, the growth rate of GNP went minus for the first time, afterwards, consumer price risen over 3% 3 years in a row.
