Disaster relief command and communications platform engine:

Disaster relief has got no time to lose. In order to rapidly obtain accurate information and to quickly integrate this information, the Response Center will be equipped with: Disaster relief command and communications platform engine, digital cameras, and interlinked microwave backup resources etc. The decision-making command center will thus be able to grasp the disaster situation in a timely manner so as to develop the most efficient disaster policy and plans.

重大災害發生時，在災區現場佈署，以強化指揮與通信的一種機動式車輛。此車的主要功能是以即時影像的方式，將災害現場畫面以數位化影像透過衛星系統傳回中央災害應變中心。

Information integration and contingent resource features:

When a major disaster occurs, this is a motor vehicle that is deployed at the disaster site to strengthen the command and communications onsite. The main feature of this vehicle is to transmit real-time digital images of the disaster site to via the satellite system to the central disaster response center.

1. Telephone communication: providing dedicated satellite VOIP phone lines, fax, international maritime satellite mobile phone, GSM, PSTN interface and integrate small-scale telephone switchboard exchange system which can be used for on-site communications.

為建全本市災害防救機制，確保人民生命財產安全，市府於1999年4月開始規劃災害應變中心，2003年10月完成基礎環境及設備功能。

以現場救災指揮通信平台車、消防局即時影像傳輸系統前進災區，並經由影像傳輸、衛星通訊、聯外微波備援等功能，使災害現場與決策指揮中心零距離，災害搶救零時差。

建置多螢幕顯示、資訊系統、無線電整合、重要路口監視畫面及多媒體收視設備，為各局處及公共事業單位災情通報、彙整、連繫、協調及動員各方資源協助救災等作業場所，並能迅速給予民眾最詳盡的防災資訊網。

In order to enhance the city’s disaster prevention and response mechanism and to protect lives and ensure the safety of people’s financial property, the municipal government started planning for the disaster response center in April 1999. In October 2003, the basic environment and facilities’ capabilities were completed.

Deploying on-site disaster relief command and communications platform engine, real-time video transmission system from the fire stations at the disaster area, and using functions i.e. via video transmission, satellite communications, interlinked microwave backup resources, there is practically no barrier in distance and time lag between the site of the disaster and the decision command center.

Multi-screen displays, information systems, wireless integration, video monitoring at crucial junctions and multimedia airing equipment, these provide various bureaus and public institutions with disaster notifications. These data are compiled, combined, coordinated and all resources are mobilized to assist in places during disaster relief and this will provide the public with a comprehensive disaster prevention information network.
