私は、貴国にとってこの協定の締結が、対話を始めるために必要であるということを理解しています。従って、再び上司と相談したいと思っていますが、貴国が対話を始めるために、なぜこの協定の締結が必要なのか、具体的な理由があれば教えてもらえないでしょうか（例えば、出張がしやすくなる、予算がとりやすくなる等）。

I understand that the this agreement needs to be signed for your country to start a dialogue. Therefore, I'd like to consult with my boss again, but I would like to know why it is necessary for you to sign this agreement to start a dialogue if you have any specific reason (for example, it makes you easier to have a business trip, budget, etc.).
