When it still failed to catch on, Gates realized that there was a chicken and egg problem. Hardware manufacturers were not going to include CD-ROM drives on their systems until someone produced some CD-ROM titles users could buy. By the same token, no one wl1nted to invest in developing CD-ROM titles until the hardware was there to play them. The result was a stalemate that threatened to block the new technology. Gates instructed his developers to create some CD-ROM titles double quick. The result was a series of reference titles that led eventually to the creation of Encarta, the first multimedia encyclopedia. CD-ROM took off.
