１９７３年の第一次石油危機によって日本経済は深刻な打撃を受けた。トイレットペーパーや洗剤などの買いだめ騒動が起こったほか、日祭日のガソリンスタンドの閉鎖、深夜のネオンサイン点灯規制などが実施された。原油価格の引上げによって石油製品価格や電力料金、都市ガス料金が相次いで値上げされた。１９７４年度にはGNP成長率が戦後初めてマイナスとなり、消費物価はその後３年連続で１０％以上上昇した。第一次石油危機の当時、日本の石油依存度は76.4%であり、エネルギー供給は輸入に依存していた。

The Japanese economy received a severe blow from the first oil shock in 1973. People rushed to stores to hoard daily necessities such as toilet paper and detergent. Also, gas stations were closed on holidays, and neon signs were regulated late at night. As the crude oil price went up, petroleum product prices, electricity charges, and city gas rates all increased one by one. In the fiscal year 1974, the GNP growth rate was negative for the first time after the Second World War, and the consumer price rose more than 10% consecutive 3 years. At the time of the first oil crisis, Japan’s oil dependence was 76.4%, its energy supply dependent on importation.
