それなのに商品を発送しないのは何故ですか？
paypalのクレームは商品が到着すれば取り消します。
現在paypalのクレームを取り消した場合、万が一あなたが商品を発送しない、または届いた商品に問題があった場合私はpaypalを通じてあなたにクレームを出す事ができません（paypalは一度クレームを取り消すと、２度目のクレームを出せない）。
先にpaypalのクレームを取り消す必要があるのであれば、私は危険な取引をできないので、取引を中止します

Although I have already made a payment, how come you don't send the product out?
I will take my complaint on paypal back soon after the product gets delivered to me.
If I withdraw complaint on paypal now and you shouldn't send the product or there should be something wrong with the product, I could not complain against you via paypal. (If you withdraw your complaint on paypal once, you can not make second one.)
If you require me to retract the complaint previously, I'd like to cancel the transaction because I don't want a risky dealing.
