アプリケーションの説明文にはアイコンを作成できると書いてありますが、設定画面やフォルダー、アプリケーションのアイコンを変更できるとは書いておりません。
それでもどうしても返金して欲しいということであればAppleに問い合わせしてみてください。

We haven’t written you can change the icon of the setup, the folder and the application, although we wrote you can make icons in the application's description demonstrations. Please contact Apple for refund when you can’t satisfied with the situation .
