It is know fact as the comment below says "I'm not sure about the over part but I think this is a good translation. Maybe request doesn't communicate enough necessity".

Please be informed that 配達証明 in Japan requires the 印鑑 if not the thumb finger print. The 署名 is a secondary necessity.
