Let me try to roughly translate the source text, hoping it can be of any help.
In Japan an inspection on exporting plants is conducted to verify if those requirements (of Phillipines') are met. Once they are found to be met, a PHYTOSANITARY CERTIFICATE, which contains the APPROVAL NUMBER and, if necessary, an additional note declaring the fact that the quarantine requirements are met, is issued as the certificate of the inspection. (And there is no other permit document.)
I finally have found out what you were trying to do.
Now I understand why there wasn't Verb for "The export plant inspection to meet those requirements in Japan".
But "meets" was definitly a problem, in turn. If it had been "meeting" or "met" used in a different structure (or style?), you could have omitted Subject, but "meets" here needed Subject, which should be yet inappropriate in this context. Anyways, the readers of this sentence do not know what or who "meets".
Also, at least a comma would be desirable after [requirements in Japan].
You wrote that "a PHYTOSANITARY CERTIFICATE" [indicates that] xx requirements and yy documents [will be issued]. So this was not correct either. What is to be issued is this CERTIFICATE itself, and there is nothing else.
