thank you for your recent email. Yes, DHL and German customs held off the package ALTHOUGH you really did everything right. I personally collected the package two days later (it took them that long to inform me about the held-off).
German customs is a real nuisance and a shame for an industrialised and modern country like Germany. But unless the industry and politicians from outside Germany complain about the circumstances to German politicians, not much will change. I myself complained several times, without any effect, off course. As I said, you customs declaration was perfect.

先日のメールありがとうございます。あなたがしたことは本当に正しいことでしたが、荷物はDHLとドイツ税関で保留していまそた。2日後に自分で荷物を受け取りました(保留していたことを私に連絡するのみ長くかかりました。ドイツのように産業化された近代国家であっても税関が本当に厄介者で恥ずかしいことです。しかしながら、海外の産業界や政治家がこの状況に対する苦情をドイツの政治家に言わない限り大きな変化は起こらないでしょう。私自身も数回苦情を言いましたがもちろん何の効果もありませんでした。私が言ったように税関申告が完璧であってもです。
