I think "problem lies in the function of the camera" is better translation.
It could be made-up but this e-mail explains the function of camera after all.
The word "仕様" can be translated into "usage" or "specification" but when "仕様上の問題" turned into "problem lies in the usage of the camera", it sounds a bit strange.
Because when someone says "仕様上の問題", it mostly refers to "the problem caused by the usual function[not the malfunction] of certain items or equipment".

I may be a novice about this Japanese>>English translation, but I felt I might be able to support you in some way.
