障害者の雇用を促進する制度は、1976年に開始され、最初は肉体障害者をカバーするものでした。1998年には精神障害者もカバーするようになりました。
2006年からは、雇用主が肉体障害者とともに自発的に雇用していた精神的病気を抱えた被雇用者を、従業員総数にカウントすることが許可されています。
この制度下で雇用された障害者数は9年連続で新記録となっており、2012年会計年度で38万人に達しました。

障害者雇用義務制度は以下のような仕組みになっています。すなわち、ある会社が法律で定める会社規模に従って5人の障害者を雇用しなければならない場合、肉体障害者または精神障害者または精神的病気を抱えた被雇用者を5人の中に含める必要があります。
